Background
The United Nations Volunteers (UNV) programme wishes to contract for professional services to perform certain services related to the International Volunteer Day campaign activities. The services will be contracted either from an individual consultant under an SAA contract or from a company providing the services of one or more individuals under a sub-contract. In the following, the term consultant refers to either contracting modality.

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV engaged more than 7,750 UNV volunteers in 2008, on a total of almost 8,000 assignments in more than 130 countries. At an average of 39 years of age with professional skills and qualifications and 5-10 years of relevant experience, UNV volunteers came from more than 152 countries. More than three quarters came from developing countries and one third served in their own countries. The financial equivalent of programme activities exceeds US$150 million annually.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – the majority in Bonn with some dozen positions in different UN peacekeeping missions, and other Headquarters locations (e.g. New York and Tokyo).
The major organizational groups within UNV are:

    * Office of the Executive Coordinator (OEC); comprising the Evaluation Unit (EU); the Corporate Planning and Performance Unit (CPPU);
    * Volunteer Programming and Management Group (VPMG) comprising: the Peace Division (PD) and the Development Division (DD), the Volunteer Recruitment Resources Section (VRRS), the Quality Assurance Unit (QAU), the Volunteer Knowledge and Innovation Section (VKIS);
    * Partnerships and Communications Division (PCD) comprising: the Partnerships Section (PS), the Office in New York (ONY), the Communications Unit (CU);
    * Management Services Division (MSD) comprising: the Information and Communication Technology Section (ICTS), the Finance Section (FS), the Human Resources Section (HRS), the Administration Unit (AU).

The Communications Unit, which is managing this consultancy, leads UNV’s communication about the value of volunteerism for peace and development and the contributions of UNV and UNV volunteers. It focuses on clear and effective messaging to increase the visibility and impact of UNV. The Unit documents the status of volunteerism and its contribution to development, raises awareness of volunteerism and its contribution to development among UNV stakeholders and encourages support of volunteerism for development, including observation of International Volunteer Day (IVD). The Communications Unit is responsible for the UNV celebration of IVD 2010 and supports national activities, across the globe, in marking IVD. It also produces and promotes materials (websites, annual reports, videos, etc.) to highlight UNV’s support to volunteerism for development and its contribution to the development and programming objectives of partners.

Duties and Responsibilities
Organizational setting:
The Communications Unit, which is managing this consultancy, leads UNV’s communication about the value of volunteerism for peace and development and the contributions of UNV and UNV volunteers. It focuses on clear and effective messaging to increase the visibility and impact of UNV. The Unit documents the status of volunteerism and its contribution to development, raises awareness of volunteerism and its contribution to development among UNV stakeholders and encourages support of volunteerism for development, including observation of International Volunteer Day (IVD). The Communications Unit is responsible for the UNV celebration of IVD 2010 and supports national activities, across the globe, in marking IVD. It also produces and promotes materials (websites, annual reports, videos, etc.) to highlight UNV’s support to volunteerism for development and its contribution to the development and programming objectives of partners.
Under the general guidance of the project manager for the IVD 2010 campaign, Volunteering for the MDGs, the IVD Communications Campaign Consultant is responsible for developing and implementing a campaign to engage UNV staff, UNV volunteers (both serving and former), and partners in marking IVD 2010.

The IVD Communications Campaign Consultant will design and implement an IVD campaign, including a special campaign logo, feature articles and stories on World Volunteer Web, and the production of flip cam videos, to encourage everyone within UNV and around the world to take an active role in Volunteering for the MDGs. The IVD Communications Campaign Consultant works consultatively across UNV ensuring campaign structures and support materials are in place in a timely and effective manner and providing weekly updates to UNV staff and UNV volunteers.

Specific deliverables include:

    * An IVD campaign strategy, implementation plan and timeline (incorporating feedback from IVD 2009);
    * An outreach and promotion plan (including events, print publications and the web/social networking tools);
    * A guidance note for UNV volunteer video training and the production of videos in the field;
    * A guidance note for the editing of videos in headquarters;
    * A minimum of 16 and a maximum of 24 flip cam videos (7-10 minutes) edited, produced and posted online;
    * A final report detailing the process, results and future recommendations.

Competencies

    * Ability to use appropriate project management techniques and therefore to plan and implement multi-layer activities, managing campaign activities and sub-projects so that challenges are quickly addressed;
    * The ability to communicate (verbal and written format) effectively in English; also preference will be given to candidates who can also offer a working understanding of French and Spanish;
    * Show insight and awareness of various audiences and the ability to tailor communications so that complex messages are conveyed clearly and with impact;
    * Ability to work under tight deadlines;
    * Ability to work flexibly in a multicultural team setting and to work in a cross-sectional manner, building consensus with colleagues;
    * Familiarity with UNV or other related volunteer organizations is an asset;
    * Knowledge of the UN system and working experience in developing countries is desirable.


Language Requirements:
Fluency in written and spoken English is essential; fluency in an additional UN language, particularly French and/or Spanish, is desirable.

Required Skills and Experience

    * Advanced university degree in journalism, communications, social sciences or related fields;
    * Previous work experience in campaign communications; and/or advocacy campaigns and use of social media (Facebook, Twitter, YouTube, etc.) in campaigns;
    * Previous experience editing professional and/or amateur video is an asset;
    * Previous work experience using video messaging in communications campaigns is an asset;

Evaluation criteria for Award of Contract:

The contract shall be awarded to the consultant who is the most technically qualified and provides value for money. Only those who pass the 70% technical evaluation score will be considered. Interviews will be used to determine the technical competencies of the candidates. Excellent language and report writing skills are prerequisites for even being considered for the interview process. Only companies/consultants with relevant experience in supplying similar services will be considered qualified.
