Purpose of the Position
Under the guidance of the Chief of Child Protection Section, you will be responsible for technical advice to Government counterparts at national level and to the field offices and state governments in the planning, design, implementation, monitoring, and evaluation of programmes and initiatives in the area of child protection, aimed at establishing a protective environment for children. One of the main focuses of the work will be to support the development of capacities at all levels to address the issue of child marriage, as well as other harmful social norms that violate the rights of children in India. In addition, you will support the mapping of residential care institutions and the strengthening of family and community-based responses for children in need of care and protection, in the context of the Juvenile Justice Act and Integrated Child Protection Scheme. You will also assist in the promotion of the protective environment in those States where children are particularly affected by violence.

ORGANIZATIONAL SETTING:

Under the direct supervision of the UNFPA Representative, the Programme Specialist develops and administers the UNFPA programme in Liberia, with a particular attention paid to the implementation of the UN Reform in the context of the Delivering as One, addressing gender issues and specifically focusing on the SGBV joint programme in which UNFPA is the lead agency The incumbent shall provide advice in all aspects of the Country Programme management and operations. His/her role will be to ensure a smooth functioning, well-managed and results oriented Country Programme and to facilitate programme implementation and delivery by providing for the operational needs of programmes/projects and annual work plans.

Background

The Afghanistan Subnational Governance Programme (ASGP) is the UNDP’s flagship governance programme and plays a key role in developing the institutions and systems to ensure effective implementation of the sub-national governance strategies outlined in the Afghan National Development Strategy and the Afghanistan Compact.

ASGP works with and through the Government of Afghanistan to build the institutional structures required for effective service delivery at the central, provincial, district, and municipal levels. ASGP’s activities are designed to achieve long term sustainability through institutional, organizational and individual capacity development.

ASGP is directly implemented in partnership with the Independent Directorate for Local Governance (IDLG) and the Independent Administrative Reform and Civil Service Commission (IARCSC). Currently beginning its second phase, a five year period through 2014 with an anticipated budget of USD 180 million, ASGP will expand significantly over the next five years.
