BACKGROUND
Under the overall guidance of the Director Regional and Technical Cooperation Division of UN-Habitat and the direct supervision of the Senior Human Settlements Advisor (Arab States) of the Regional Office for Africa and the Arab States, the incumbent will be responsible for the development, planning and coordination of appropriate support to the implementation of the Medium Term Strategic and Institutional Plan with a particular focus on the Enhanced Normative Operational Framework implemented at country in the Arab States.

RESPONSIBILITIES
Coordinate the Region's support to the various task forces by:
Promoting and coordinating active participation of Regional staff in the relevant MTSIP discussions papers, task forces, etc,
Support/stimulate the inter-Divisional cooperation at country level through the Enhanced Normative Operational Framework (ENOF),
Contribute to the MTSIP HRM Task Force to the improved efficiency of the organization in the Arab region.
Support the Regional Office to ensure effective and efficient execution of projects and Programmes identified in HCPDs in the Arab States by:
Providing technical and management advice on the HCPDs, through periodic field visits in the various Arab countries, group consultations and in-depth review and evaluation of the identified priorities, activities and budgets included in the documents.
Participate in Habitat Country Support Teams in the Arab States.

Project/Programme Development and Implementation:
Development, implementation and evaluation of assigned programmes / projects, monitors and analyzes programme / project development and implementation, reviews relevant documents and reports, identifies problems and issues to be addressed and initiate corrective actions, liaises with relevant parties, and ensures follow-up actions.
Participating in and contributing to the implementation of the Organization's vision, work programme and advocacy role, particularly in promoting sustainable urban development in the Arab countries.
Review identified priority interventions in the human settlements sector within the framework of UN-HABITAT Agenda;
Assisting in the negotiation with multilateral/bilateral donors for resource mobilization, promoting/coordinating joint activities and securing approval by the appropriate authorities on agreed activities.

Professionalism: The candidate must be able to work independently with a high degree of responsibility and with minimal supervision; ability to perform her/ his duties under pressure and according to deadlines; Strong conceptual skills.
Teamwork: Ability to operate in teams and in a flexible manner
Communication: Ability to write normative documents addressing a variety of audiences (from technical to lay persons).

QUALIFICATIONS
Education
Advanced university degree in Urban and Infrastructure Planning.
Work experience
Minimum of seven (7) years of relevant professional experience, of which, preferably, at least five years with an international organization. Experience in the Arab States Region is a pre requisite. Familiarity with Arab working environments would be an asset. Proven relevant experience combined with a solid knowledge of the normative activities of UN-HABITAT.
Language Requirements
Fluency in written and spoken Arabic and English is required.
