Vacancy Notice No. Zim/2010-35: Education Specialist (Temporary Appointment), L3 Level and based in Harare, Zimbabwe (12 month duration)

Purpose of the post:

As a response to the fragile education situation in Zimbabwe, key education stakeholders are supporting a key initiative that aims at improving the quality of the education in Zimbabwe after several years of underperforming basic social services. The Education Transition Fund (ETF) is a pool fund mechanism aiming at strengthening the very basis of education by providing core curriculum textbooks, other teaching and learning materials as well as technical support to the recovery of national capacity to deliver a quality education system.

UNICEF is hiring an education specialist to manage, plan and monitor the implementation of innovative strategies funded through the ETF including the management of Technical Assistants in strategic planning, curriculum review and other areas being identified by the education partners

The education specialist should have experience of working with international aid organizations and be able to ensure a well coordinated, coherent, strategic, and effective implementation of the overall project in partnership with all relevant stakeholders.

Your Profile for the post

    * Provide timely sectoral analysis, input, support and collaboration for programme management and monitoring of the implementation of the ETF programme through regular update, information sharing meetings
    * Knowledge management effectively promoted through drafting/finalizing key Education sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange.
    * Interact and provide technical support to the Government at national, provincial, district and local level in the implementation and monitoring stages of the ETF programme. Plan and organise training and orientation activities for Government personnal for the purpose of capacity building.
    * Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the ETF programme strategies.
    * Programme delivery, evaluation and reporting carried out efficiently and transparently in compliance with the established guidelines and procedures.
    * Proper and timely UNICEF and Government accountability ensured regarding technical assistance, supply and non-supply assistance as well as disbursement of ETF programme funds.
    * Effective communication and networking achieved through partnership and collaboration.

Qualifications and Competencies

    * Initiative, passion and commitment to UNICEF's mission and professional values.
    * Advanced university degree in one or more of the disciplines relevant to the following areas:

Education; Primary Education, or a Social Sciences fields relevant to international development assistance.

    * Five years of progressively professional work experience at national and international levels in field programmes relevant to Education programmes. Experience working in the UN or other international development organization an asset.
    * Experience in national level development assistance is an asset.
    * Background/familiarity with Emergency.
    * Ability to work effectively in a multicultural environment.
