INTRODUCTION
Strengthening of in-land tourism Quang Nam Province

Tourism is a US $4 billion industry in Vietnam. However, much of the development of tourism so far has been limited to a few key areas. Other areas, especially those in the rural interior of the country, have benefited little. Quang Nam province, in the centre of the country, exemplifies this phenomenon. While the province offers excellent opportunities for tourism development, especially the rural and mountainous areas have remained poor. The underlying causes of this situation have not been well analyzed. The current project will assist in shedding lights on these causes, identifying and implementing actions to remedy the situation.

The project will develop a replicable and sustainable approach that contributes to pro-poor and employment-rich tourism development in Vietnam (development objective). The emphasis will be on young women and men, but not to the exclusion of others. The project will build on the experience and make use of lessons learned and approaches of local economic and tourism development projects of the ILO in Vietnam, Sri Lanka and other countries. It will also apply best practice in pro-poor enterprise development as currently emerging globally. The project strategy will be to:

(1) use a value chain development (VCD) approach to identify main constraints to and opportunities for pro-poor and pro-jobs development of the inland hospitality and travel industry in Quang Nam (2) develop proposals to address these constraints and opportunities
(3) support, financially and technically, some of the key proposals, while others are implemented by provincial and district authorities, the private sector, and other projects, without such support, or with technical support only (4) follow this by similar VCD exercises in related inland tourism value chains in the province.

The CTA works under the supervision of the ILO Vietnam Director and with technical assistance and backstopping from relevant technical specialists in ILO Decent Work Technical Support Team (DWT) for East and South-East Asia and the Pacific and headquarter Geneva. The CTA will manage and supervise two national project assistants and a national administration/finance assistant.
Description of duties:
The CTA will assume full technical and administrative responsibility for the overall implementation of the project, ensuring timely and effective delivery of activities and outputs, for project reporting and for financial management. His/her main duties are:

- General duties
1. The overall strategic, technical, operational and financial management of the project and the project team
2. Providing technical guidance to and quality control of all substantive inputs and outputs.
3. Developing collaboration and maintaining good relations with national and provincial counterparts, including relevant ministries at national level and departments at provincial level, national and international agencies and donors.

- Technical duties (70%)

1. Design and conduct participatory value-chains research, develop action plan and proposals to up-grade the tourism value-chain, support, financially and technically some of the activities proposed.
2. Develop impact assessment methodologies applying DCED standards.
3. Ensure that capacity building and technical guidance is provided to beneficiaries in the province including both local government departments, local institutions and enterprises as well as other relevant stakeholders.
4. Promote the development of quality standards and train local partners in the preparation of training materials and their integration in local instructional systems and curricula.
5. Ensure that results of the provincial demonstration project contributes to policy development at national level, specifically in institutions relevant to ILO such as MoLISA, VCCI and VCA to strengthen their programmes related to employment intensive growth, skills and entrepreneurship development and local economic development.
6. Disseminate information on project activities through publications and press releases as well as ensuring ILO representation at national and international donor meetings on subjects related to the project.
7. Share implementation experiences and knowledge gathering of best practice for local economic development approaches with other ILO projects.
8. Provide technical inputs to office documents drafted by ILO Hanoi, DWT and headquarter.

- Managerial duties (30%)

1. Initiate the establishment of the Provincial Project Management Board and the Secretariat. Support the establishment of a provincial LED forum.
2. Manage the project team and consultants and their work with national and provincial implementing partners and beneficiaries, interact regularly with the Provincial People's Committee, and also work in close collaboration with other ILO projects, UN agencies and donors active in the province.
3. Prepare the project's rolling work plans and budgets and establish and maintain a finance and administration system as well as a monitoring and evaluation system.
4. Other relevant tasks as assigned requested by the ILO country director.
Required Qualifications
Education
Advanced university degree in economics, business and administration, tourism, development studies or a related social science discipline.
Experience
At least eight years of relevant professional experience of which at least five years at the international level. Broad knowledge of and international experience in local economic development, enterprise development, vocational skills and entrepreneurship development, working conditions and productivity issues. Experience in the South-East Asia region is an asset.
Languages
Excellent command of English and basic knowledge of Vietnamese desired.
Competencies
Proven skills in institution building in a developing context and proven skills in concretely promoting equal opportunities for women and men. Proven managerial capability and leadership ability in the context of collaboration with government bodies and other stakeholders at different institutional levels. Demonstrated and recognized effective project management and demonstrated technical expertise in the field of local economic development, enterprise development and skills development. Ability to motivate, lead and manage people; ability to manage complex tasks involving coordination of multiple stakeholders; ability to analyse and find innovative solutions to difficult problems; cross-cultural sensitivity and excellent inter-personal skills; ability to communicate effectively at all levels from senior policy makers to grass-roots institutions and community members; ability to work to deadlines and to work independently; sensitivity to and expertise in gender issues. Ability to prepare ILO strategy reports in the related field for programme development and the ability to provide policy advice.
